Vice President, Administration and Finance
Westfield State University
Reporting directly to the president, the vice president is responsible for the management, direction, control and
coordination of all administrative and financial activities of the university. The vice president provides leadership and direction for
financial and administrative services and its operational staff including budgeting and accounting, student accounts, purchasing, human
resources, physical plant operations, auxiliary enterprises, and capital planning and operations. The vice president serves as a member of
the President's Cabinet.
Duties and Responsibilities:
- Develops, implements and enforces policies and procedures through systems that will improve the overall operation and effectiveness of the university. Recommends and develops policies, procedures and systems to meet university objectives.
- Plans, develops, organizes, implements, directs and evaluates the organization's fiscal functions.
- Ensures timely and accurate budget analysis and financial reporting for the management team, president and board of trustees.
- Plans, prepares, and supervises the development of the university's annual budget for presentation to the president and the board of trustees.
- Ensures that financial resources support the institutional strategic plan and priorities.
- Directs all university investments and banking operations.
- Ensures compliance with appropriate regulatory agencies by continually monitoring operations, programs and physical resources.
- Participates in state, federal and/or independent audits.
- Disseminates information within the university on budgetary processes and procedures related to operating and capital expenditures.
- Advises the president and the management team on the impact of long range financial and organizational planning.
- Provides strategic support to the president and the board of trustees.
- Recommends the establishment of the student tuition and fee structure.
- Provides leadership and guidance regarding the development and implementation of capital planning and operations projects as well as the maintenance of the physical plant and grounds.
- Provides leadership and guidance to human resources and assures policies and procedures are in accordance with collective bargaining, state and federal laws, and university goals and objectives.
- Provides leadership to the university's sustainability program.
- Evaluates the finance/administrative services structure and team plan for continual improvement of the efficiency and effectiveness.
- Collaborates with internal departments and external agents and constituencies to provide financial information/reports in order to accomplish strategic initiatives.
- Oversees the operation of auxiliary services, including food service and bookstore vendors.
- Represents the university at meetings and functions as requested by the president.
- Assumes responsibilities within his/her competence for other duties assigned by the president.
Minimum Qualifications
- Master's degree in a related field; CPA preferred.
- Extensive financial and budget management experience is required; experience in higher education is preferred.
- Excellent written and verbal communication skills, unquestioned integrity, superior organization and leadership skills, and strong strategic planning abilities are required.
- Evidence of an appreciation for the importance of diversity is essential.
