(AP) ? After being derided as a "do-nothing" Congress, the House and Senate were poised to vote on a massive legislative package that overhauls highway and transit programs, salvages an estimated 3 million jobs and spares millions of students from higher interest rates on college loans.

Congressional leaders were pushing for quick action Friday on the package, which also would financially shore up the federal flood insurance program. Two deadlines are looming: Federal highway and transit aid programs and the government's authority to levy federal fuel taxes expire on Saturday, and interest rates on new student loans are set to double on Sunday. Lawmakers also were anxious to begin a weeklong recess.

The burst of legislating comes just four months before the November elections, giving lawmakers achievements to show off to voters who have increasingly held Congress in low esteem.

"It's a jobs bill," said Sen. Barbara Boxer, D-Calif., who led Senate negotiations on the transportation portion of the package. She estimated the bill would save about 1.8 million jobs by keeping aid for highway and transit construction flowing to states and create another 1 million jobs by using federal loan guarantees to leverage private sector investment in infrastructure projects.

Sen. Max Baucus, D-Mont., didn't wait for final passage of the measure to claim credit for a share of those jobs. A statement issued Thursday by his office touted the $400 million in transportation aid Montana would receive and the 13,500 highway jobs in his state the money would support.

"I worked hard to make sure Montana had a seat at the table and I'm proud that we were able to get the job done for Montana families," Baucus said.

In the bargaining that led up to an agreement on the package earlier this week, House Republicans gave up their demands that the bill require approval of the controversial Keystone XL oil pipeline; and Democrats gave ground on environmental protections and biking, pedestrian and safety programs.

"Critical reforms in this legislation consolidate our transportation programs, significantly streamline the bureaucratic project process, encourage private sector participation in building infrastructure and give states more flexibility to spend limited highway ... resources where they are most needed," said Rep. John Mica, R-Fla., chairman of the Transportation and Infrastructure Committee.

The bill would spend more than $100 million on federal highway programs over two years, but puts off the politically tricky decision on how to pay for them after that. The federal 18.4 cent-a-gallon gasoline and 24.4 cent-a-gallon diesel taxes are no longer enough to pay for current spending on highway and transit programs. And two commissions and an array of private sector experts have said the U.S. should be spending about twice as much or more on its transportation infrastructure as it does now.

But Congress and the White House have refused to discuss raising fuel taxes or an alternative long-term source of money. The federal trust funds that pay for highway and transit programs are forecast to be nearly broke by the time the bill expires.

"When the bill expires we face a high cliff from which the program could fall," said Erich Zimmerman, a policy analyst with Taxpayers for Common Sense.

The fuel taxes are not indexed for inflation and haven't been increased since 1993, so their buying power has steadily eroded. Also, cars and trucks today are more fuel efficient and the number of miles driven has flattened, resulting in less gas tax revenue. Since 2008, Congress has three times dipped into the national general treasury to borrow a total of $34.5 billion to keep transportation programs going.

Congressional leaders decided to roll the transportation and student loan legislation into a single bill because they were both being paid for in part by changes in pension laws.

Congressional bargainers reached an agreement earlier this week on the $6 billion college loan portion of that bill that would avert a doubling of interest rates beginning Sunday on federal loans to 7.4 million students. The current 3.4 percent interest rate on subsidized Stafford loans would balloon back to 6.8 percent on Sunday under a cost-saving maneuver contained in a 2007 law.

The bill also extends the federal flood insurance program to protect 5.6 million households and businesses. It addresses a shortfall arising from claims after 2005's Hurricane Katrina by reducing insurance subsidies for vacation homes and allowing for increases in premiums.

The army-backed interim government issued the decree days before a tense presidential run-off vote on June 16-17 to give soldiers the power to detain people during street disturbances.

But rights groups and politicians challenged the decision, accusing the military of reviving emergency powers that stymied opposition to Hosni Mubarak until a popular uprising ended his three-decade rule in February last year.

On Tuesday, a court agreed with them.

"The court declares in its ruling that the Minister of Justice raped the authority bestowed by the constitution by issuing a decision to give members of the military police and military intelligence powers of arrest," a document from the Cairo court explaining Judge Ali Fikry's ruling read.

The Justice Ministry has the right to appeal the administrative court's ruling, which is effective immediately.

The original decree restored the military's mandate to enforce law and order before a new constitution is written - a process expected to last well beyond the July 1 date by which the ruling military council is due to hand power to president-elect Mohamed Mursi of the Muslim Brotherhood.

The army has already curbed Mursi's power by dismissing parliament and assuming greater control over the drafting of the new constitution. His authority remains subject to back-room negotiations with the Supreme Council of the Armed Forces.

"This ruling not only adheres to the constitution," said Gamal Eid, a lawyer and rights activist. "It chimes with the current political climate because many people feel the military council is trying to suppress the civil direction in which the state is supposed to be heading."

The Mubarak-era state of emergency was ostensibly invoked to deal with terrorism and drug offences, but gave the security forces sweeping powers of search and arrest, leaving citizens with little protection from police who chose to abuse that mandate.

The military generals who took power when Mubarak stepped aside vowed to scrap the emergency law but then kept it in place for most of their rule, using it to arrest thousands of civilians and subject them to military trials.

During Mubarak's time, the law was used repeatedly to arrest members of the Brotherhood, his long-time adversary.

One of those was Mursi, who triumphed over Mubarak's last prime minister Ahmed Shafik in this month's run-off vote, sealing the Islamist movement's dramatic rise from political isolation to the heart of power.

ScienceDaily (June 27, 2012) ? The world's smallest three-dimensional optical cavities with the potential to generate the world's most intense nanolaser beams have been created by a scientific team led by researchers with the U.S. Department of Energy (DOE)'s Lawrence Berkeley National Laboratory (Berkeley Lab) and the University of California (UC) Berkeley. In addition to nanolasers, these unique optical cavities with their extraordinary electromagnetic properties should be applicable to a broad range of other technologies, including LEDs, optical sensing, nonlinear optics, quantum optics and photonic integrated circuits.

By alternating super-thin multiple layers of silver and germanium, the researchers fabricated an "indefinite metamaterial" from which they created their 3D optical cavities. In natural materials, light behaves the same no matter what direction it propagates. In indefinite metamaterials, light can actually be bent backwards in some directions, a property known as negative refraction. The use of this indefinite metamaterial enabled the scaling down of the 3D optical cavities to extremely deep subwavelength (nanometer) size, resulting in a "hyperboloid iso-frequency contour" of light wave vectors (a measure of magnitude and direction) that supported the highest optical refractive indices ever reported.

This study was directed by Xiang Zhang, a principal investigator with Berkeley Lab's Materials Sciences Division and director of UC Berkeley's Nano-scale Science and Engineering Center (SINAM). He is the corresponding author of a paper describing this research titled "Experimental realization of three-dimensional indefinite cavities at the nanoscale with an anomalous scaling law," which has been published in the journal Nature Photonics. Co-authoring this paper with Zhang were Xiaodong Yang, Jie Yao, Junsuk Rho and Xiaobo Yin.

"Our work opens up a new approach for designing a truly nano-scale optical cavity," Zhang says. "By using metamaterials, we show intriguing cavity physics that counters conventional wisdom. For example, the quality factor of our optical mode rapidly increases with the decrease of cavity size. The results of this study provide us with a tremendous opportunity to develop high performance photonic devices for communications."

Optical cavities are the major components of most lasers. Light confined within an optical cavity will be reflected back and forth between two opposing mirrors to produce a standing wave at a specific resonant frequency. It is from this standing light wave that a laser beam is generated. Optical cavities made from natural materials can be no smaller than the wavelength of the light propagating through them. Metamaterials, however, allow for electromagnetic behavior that is not attainable in nature. Engineered from a combination of metals and dielectrics -- insulators that become polarized in the presence of an electromagnetic field -- metamaterials derive their optical properties from their structure rather than their chemical composition, as is the case with natural optical materials.

"Due to the unnaturally high refractive index supported in the metamaterials, our 3D cavities can be smaller than one tenth of the optical wavelength," says Xiaodong Yang, lead author of the Nature Photonics paper who is now with the Missouri University of Science and Technology. "At these nanoscale dimensions, optical cavities compress the optical mode into a tiny space, increasing the photon density of states and thereby enhancing the interactions between light and matter."

Another advantage of using indefinite metamaterials to make their 3D optical cavities, Yang says, is that cavities with different sizes can have the same resonance frequency, providing more flexibility in the optical cavity design. Another advantage is that the photons lost when light is reflected back and forth -- a problem for optical cavities from natural materials -- is reduced as the cavity size gets smaller. Yang says this will benefit the design of future nanoscale lasers.

Germanium was the dielectric chosen to make this metamaterial because it has a relatively high refractive index (about 4.0), compared to air (1.0), which is the dielectric most typically used to make a metamaterial. The alternating layers of silver (20 nanometers thick) and germanium (30 nanometers thick) were cut into cubes of various sizes, depending on the number of metal/dielectric layers. The cube walls tilt into the shape of a trapezoid during the final stage of fabrication with a nano-sized optical cavity in the core.

"The hyperboloid iso-frequency contour of wave vector space in these cavities allowed us to reach very high wave vector values, Yang says. "As wave vector values are proportional to the refractive index, we were able to record optical refractive indices as large as 17.4, which is far beyond that found in natural materials."

The No. 1-ranked Sharapova saved five set points in the first set and led the second set 3-1 when play was halted Wednesday because of darkness. She lost the first two games when the match resumed, and double-faulted on her first three service points in the tiebreaker.

"It felt like two matches in a way," Sharapova said. "Today I wanted to start off really well because I knew I was up a break. Didn't go according to plan. Really served sloppy."

Sharapova underwent shoulder surgery in 2008 and has been prone to double-faults, but in the final set she had no trouble with her serve ? or anything else. She won 21 of the last 27 points and finished with just 11 unforced errors.

Sharapova said she didn't make any major changes down the stretch.

"We were playing with the same balls; I played with the same racket," she said. "I just started doing things a little bit better."

Pironkova, ranked 38th, beat Venus Williams at Wimbledon each of the past two years,

"If she played on grass 365 days a year, she'd be top five probably," Sharapova said. "She has the perfect game for it."

But Sharapova's at her best in winner-take-all sets. She improved her record in three-set matches to 9-0 this year and 21-1 since the beginning of 2011.

She has won 14 consecutive matches, including the French Open this month to complete a career Grand Slam.

While Sharapova battled an erratic serve, with eight aces and 10 double-faults, four-time champion Serena Williams had no such trouble. She won 27 of 28 points on her first serve, including 10 aces, and never faced a break point. Czink twice whiffed on returns.

"I love my serve," Williams said, "and I love feeling good when I serve."

The sixth-seeded Williams could meet Sharapova in the final next week. A 17-year-old Sharapova defeated Williams for the Wimbledon title in 2004.

Roddick advanced to the third round at a Grand Slam tournament for the first time in 2012 when he beat Bjorn Phau 6-3, 7-6 (1), 6-3. Roddick is seeded only 30th and fended off questions in recent months about retirement before he won his fifth grass-court title last week as a wild card at Eastbourne.

Give 3-D printing a try? Yoda says do it

At some point in the not-too-distant future, we?ll all use 3-D printers to make new tools, replacement body parts?and dinner. In the meantime, early adopters are already giving the technology a try with downloadable blueprints for characters such as Yoda, that wise Jedi master of "Star Wars" fame.

The time-lapse?demonstration is courtesy of?YouTube user BusyBotz, who uses a commercial MakerBot Replicator 3-D printer?which costs?about $1,750. The 3-D model for Yoda is available from Thingiverse, a MakerBot-powered website where users share their digital designs.

The website aims to get people to share designs to feed into their 3-D printers, spreading the adoption of the technology, which MakerBot hopes will be widespread so they can sell more printers.

BusyBotz?s demonstration with Yoda showcases the fine detail available when the printer is set to build in 0.1 mm -high layer increments ? that is, Yoda is built up one 0.1 mm layer at a time.?

All things built with the 3-D printers are built layer upon layer.?

"There is a significant increase in detail compared to printing the same model at 0.2 mm," BusyBotz notes. ?It takes longer, but in a print like this, it is worth it.?

The Obese Has a Worse Impact on Environment

Researchers at the London School of Hygiene and Tropical Medicine published a study showing that, because of food production and transportation factors, a population of heavier people contributes more harmful gases to the planet than a population of thin people. As a result, the mining machinery takes active measures to protect the environment by producing green cone crushers.
Given that it takes more energy to move heavier people, transportation of heavier people requires more fuel, which creates more greenhouse gas emissions, the authors write. ?The main message is staying thin. It?s good for you, and it?s good for the planet,? said Phil Edwards, senior lecturer at the London School of Hygiene and Tropical Medicine.
The study offers this novel approach to the global warming problem as U.S. lawmakers discuss the future of climate change legislation. This week, the the House Energy and CommerceCommittee is scheduled to begin on a comprehensive energy and climate bill. On Friday, the Environmental Protection Agency announced that six greenhouse gases pose potential health hazards, an announcement that could prompt the regulation of the gases. More than 1 billion adults worldwide are overweight, and about 300 million are obese, the study said. Generally, the body mass index, a measure of obesity, is increasing in most countries worldwide, from China to European countries to the United States.
BMI is going up because of the availability of food and motorized transportation, Edwards said. People are less active now than they were 30 years ago, and the prence of fast food has given people less healthy, more energy-dense options. Using statistical models, the authors compared the distribution of BMI in the United Kingdom in the 1970s?when 3.5 percent of the population was obese?with a prediction for the country?s BMI distribution in 2010, reflecting 40 percent obesity.
?In terms of environmental impact, the lean population has a much smaller carbon footprint,? Edwards said. The population with 40 percent obese people requires 19 percent more food energy for its total energy expenditure than the population with 3.5 percent obese people, the study showed. This 19 percent increase in food consumption translates into an increase of 270 million metric tons of greenhouse gas emissions, the study said.
?The findings make sense and highlight an important global co-benefit of losing weight, along with the significant personal health benefits,? said Patrick Kinney, associate professor at Columbia University?s Mailman School of Public Health, who was not involved in the study. In terms of obesity rate, the U.S. population is not far off from the overweight population model in this study. The country has 33.3 percent obese people, according to the Mayo Clinic. The study suggests that governments have a responsibility to encourage people to be more physically active, Edwards said. Active transportation, such as cycling and walking, helps maintain a healthy weight but requires safe streets, he said.
Although climate change has come into the forefront as a major world problem recently, this is not the first time scholars have thought about the connection between fossil fuel and body fat. Today, research has shown that the obesity epidemic costs the United States about 0 billion a year, said Dr. Martin Donohoe of Portland State University, who runs the Web site Public Health and Social Justice. In terms of energy expenditure, the average food product travels 1,500 miles to get to your table, he said.

England's penalty curse strikes again

KIEV, Ukraine (AP) -It was the same old penalties heartache for England. This time, though, there was no hard-luck story to accompany the loss.

Defeat by Italy in the European Championship quarterfinals made it six losses in seven tournament shootouts as England's curse struck again on Sunday.

Outclassed and outplayed comprehensively by Italy, Roy Hodgson's side clung on to a 0-0 draw. But in Kiev, there were no near misses, no decisions by the referee to bemoan, just a timid display from a weary team.

And one that's going home on Monday.

"We might have to accept that we weren't quite good enough to win it over 120 minutes," Hodgson said. "Penalties is the same road we have been down before."

The only victory when England players have been put on the spot from 12 yards (meters) came in the Euro '96 quarterfinals against Spain.

The English penalty jinx started in the semifinals of the 1990 World Cup against West Germany and the unified Germans ousted them at the same stage in Euro '96. Argentina was the shootout victor in the second round at the 1998 World Cup, and Portugal ousted England at the quarterfinals at both Euro 2004 and the 2006 World Cup.

"It's obviously a hard way to go out," England striker Wayne Rooney said. "And it's maybe happened too many times now."

How different it might have been in Kiev as Sunday turned to Monday.

Rooney put England 2-1 in front in the shootout after Riccardo Montolivo missed his penalty.

But England's dreams soon ended up in ashes.

"Penalty-taking has become a bit of an obsession for us, and those players have done extremely well," Hodgson said. "But you can't reproduce the tension, you can't reproduce the nervousness and you can't reproduce the occasion (in training). The sort of, cool, calculated way that (Andrea) Pirlo had the confidence and chipped the goalkeeper is something you either have as a player or you don't. There is no amount of training or coaching that can teach a player that.

"We saw Ashley Cole take a penalty in the Champions League final. We have seen Ashley Young convert penalties for Manchester United and Watford. We were confident we had five very good penalty takers. Unfortunately two missed."

NHL labor negotiations about to begin

(AP) ? The head of the NHL players' union said Monday that negotiations on a new collective bargaining agreement will begin "very quickly" ? perhaps as early as this week ? and didn't rule out talks stretching into the season.

New NHL Players Association executive director Donald Fehr said negotiations will begin after Wednesday's meeting of the NHLPA's executive board, though he did not specify a date. He was in Chicago for three days of union talks.

The NHL canceled the 2004-05 season before a labor deal was reached that included a salary cap for the first time. That agreement expires on Sept. 15.

Fehr was asked whether a work stoppage was inevitable.

"None of that is coming from our side," he said. "That's the first thing. Secondly, we have not made a proposal. We haven't heard an owners' proposal."

He also shrugged off concerns about having a deal in place by the time the season begins.

"There's nothing magic about Sept. 15. The law is that if you don't have a new agreement, and as long as both sides are willing to keep negotiating, you can continue to play under the terms of the old one until you reach an agreement," he said.

Asked if that could happen in this instance, Fehr said, "All I know is that in baseball, there were any number of occasions in which we played while the parties were continuing to negotiate."

A work stoppage, he said, would be a "last resort."

"The problem that we've had in the salary-cap sports going back 20-plus years now is that in many instances, historically ? I'm not saying it'll be true this time ? a lockout has been the negotiation strategy of choice," Fehr added. "It's unfortunate because it becomes a self-fulfilling prophecy. Hopefully, that's not going to be true this time."

The league declined comment.

Fehr said he expected 40 to 60 players to attend the meetings, and some of the game's biggest stars were in attendance on Monday, including Washington's Alex Ovechkin and Chicago's Jonathan Toews.

"I think everybody has to be involved," Ovechkin said. "It's our lives."

Toews said, "I think it's important for all of us."

He called it a "learning process," particularly for players who were not around for the lockout, and he senses an urgency to reach an agreement.

"I don't see why not," he said. "That's obviously what everyone wants."

Commissioner Gary Bettman said during the Stanley Cup finals last month that he believes the labor scene is different this time around. One big change is that the players are now being led by Fehr, the former head of the powerful baseball union.

Fehr is working with a group that was in disarray following the lockout and went through several changes in leadership including a scandal that led to the demise of former executive director Ted Saskin, who was accused of ordering spying of player e-mail.

Fehr was brought in as an adviser before becoming the union's head about a year and a half ago. He has since spent time catching up on hockey and his members' needs. He has been having informal discussions with Bettman for some time.

"From our standpoint, the starting place is the players made enormous concessions the last time around," Fehr said. "The second item that comes to mind is the game generates a lot more revenue than it did before. And you put those two things together, it ought to point you in the direction as to where this negotiation should go."

Bettman said last month that the league had record revenues in excess of $3.1 billion, but he refused to say how much of that was profit. How to divide the revenue is a huge issue, with owners wanting to cut the players' share from 57 percent.

"We want to keep it where it is and they want to probably bring it down," Phoenix's Shane Doan said. "I understand that's the way it is. ... Everybody wants more. I'm sure they do, too. It's part of labor. That's the way it is."

How deep the sides dig in could go a long way toward determining whether the NHL becomes the third major sports league in the past two years to go through a work stoppage. The NBA played a shortened season with a condensed schedule after a labor dispute pushed the start of the season back to late December, and the NFL went through a lockout that wiped out most of the offseason training program a year ago and delayed training camp.

Fehr is already showing signs he won't be a pushover.

The union scuttled the NHL's plans to realign and switch from two three-division conferences to four seven- or eight-team conferences in January, because it was not consulted.

Another issue is the Olympics.

The players want to compete. Bettman has long made it clear that he doesn't see the benefit in it for the league, even though it provides many players to the Olympics right in the midst of the NHL season.

For now, the league wasn't conceding that a stoppage is inevitable.

"I don't know if it's inevitable," Doan said. "That threat's there. That's what's going to get everything done. Everything tends to go to the deadline of what's going to cost people the most. We'll just have to deal with that."

Notes: Toews said he's no longer experiencing any symptoms after missing the final 22 regular-season games because of a concussion. "I'm feeling great," he said. He also said he texted teammate Patrick Kane after photos of the young star partying in Madison, Wis., surfaced on the Internet after the season. He was also arrested in his hometown of Buffalo, N.Y., three years ago after an altercation with a cab driver. "People want to get to know him off the ice, see what he's like, and the next thing you know he's under a microscope," Toews said. "There's a lot of 23-, 24-year-old kids out there having a great time, and they don't have to worry about that sort of thing. He does. It's tough. I know it's tough on him. ... His teammates support him. Bringing him back to focusing on hockey, that's the main thing we want him to do."

USC-led team demonstrates that beams of light can be twisted and combined to transmit data at dramatically increased speeds

A multi-national team led by USC with researchers hailing from the U.S., China, Pakistan and Israel has developed a system of transmitting data using twisted beams of light at ultra-high speeds up to 2.56 terabits per second.

To put that in perspective, broadband cable (which you probably used to download this) supports up to about 30 megabits per second. The twisted-light system transmits more than 85,000 times more data per second.

Their work might be used to build high-speed satellite communication links, short free-space terrestrial links, or potentially be adapted for use in the fiber optic cables that are used by some Internet service providers.

"You're able to do things with light that you can't do with electricity," said Alan Willner, electrical engineering professor at the USC Viterbi School of Engineering and the corresponding author of an article about the research that was published in Nature Photonics on June 24. "That's the beauty of light; it's a bunch of photons that can be manipulated in many different ways at very high speed."

Willner and his colleagues used beam-twisting "phase holograms" to manipulate eight beams of light so that each one twisted in a DNA-like helical shape as it propagated in free space. Each of the beams had its own individual twist and can be encoded with "1" and "0" data bits, making each an independent data stream much like separate channels on your radio.

Their demonstration transmitted the data over open space in a lab, attempting to simulate the sort of communications that might occur between satellites in space. Among the next steps for the research field will be to advance how it could be adapted for use in fiber optics, like those frequently used to transmit data over the Internet.

The team's work builds on research done by Leslie Allen, Anton Zeilinger, Miles Padgett and their colleagues at several European universities.

"We didn't invent the twisting of light, but we took the concept and ramped it up to a terabit-per-second," Willner said. His team included Jian Wang, Jeng-Yuan Yang, Irfan M. Fazal, Nisar Ahmed, Yan Yan, Hao Huang, Yongxiong Ren and Yang Yue from USC; Samuel Dolinar from NASA's Jet Propulsion Laboratory; and Moshe Tur from Tel Aviv University.

Wang, the lead author, left USC after completing this research and is now a professor at the Huazhong University of Science and Technology in China.
